Watch disks on an inclined plane
If you release the discs down an inclined plane, they will start rolling. But by using a weight you can change their speed. A wheel with a weight on the rotation axis has a lower moment of inertia and will rotate faster while a wheel with weights attached near the edge will rotate slower.
